REST API Monitoring을 위한 Actuator 설정

스프링 부트 프로젝트에 모니터를 하는 기능 제공
Spring boot starter Component의 Acutator 라이브러리 추가 (이것만으로도 간단하게 어플리케이션의 상태를 쉽게 파악할 수 있음)
pom.xml에 의존성 추가
